The Flynn Business Park is North Sioux City's newest business park. The park, which is zoned for industrial use, has superb rail access, is situated near Interstate 29 and is adjacent to the Graham Field Airport.
North Sioux City offers a five-year property tax abatement for new commercial and industrial buildings. The abatement provides a graduated property tax liability. The first year the property is assessed at 20 percent of the full property tax, the second year is at 40 percent, the third year is at 60 percent, the fourth year is at 80 percent, and the fifth year is at 100 percent.

"North Sioux City’s Flynn Business Park Receives National Certification"
Site Approved as Shovel Ready
The North Sioux City Economic Development Corporation (NSCEDC) announced today that the city’s 160-acre Flynn Business Park has been officially recognized as a “Certified Business Park” by CH2M HILL, a global leader in corporate site selection and relocation services.
The certification program required that Flynn Business Park met a variety of rigorous standards to ensure that the site had all of the necessary infrastructure, zoning and other characteristics needed for commercial/industrial development. CH2M HILL’s certification of the business park allows NSCEDC to market the site as “shovel ready,” a key component considered by companies and site selection consultants during the expansion and relocation process.
“Attracting new companies to a community is an extremely competitive process,” said NSCEDC Executive Director Kory Menken. “CH2M HILL’s certification of Flynn Business Park will provide us with a unique advantage when competing for economic development projects. This national certification is yet another step in our ongoing efforts to diversify and grow North Sioux City’s business community.”
William Hearn, Senior Technologist for CH2M HILL and the individual responsible for the certification of the business park, congratulated North Sioux City on the accomplishment and stated that CH2M HILL firmly believes the site worthy of the certified designation. Hearn also stated that the time, talents and resources allocated for the site’s preparation for certification was an investment well spent.
Flynn Business Park is the only CH2M HILL “Certified Business Park” in South Dakota.
